these allowances was received here on the 9th. of February, and
as the allowances to these two Officers had ceased on the 30th.

of the previous November it was incorrectly assumed that no
further action was required in connection with them, and that
the absence of express disapproval in that Despatch conveyed
approval of payments already made.

The circumstances which appeared to me

to justify the granting of these allowances were as follows:
The Buildings Ordinance Branch of the Public Works Department
has a staff of one Executive Engineer, two Assistant Engineers
and one Surveyor; leave was granted to the Executive Engineer
(Mr. T. L. Perkins) and Mr. Wright (one of the Assistant
Engineers) acted for him and would under ordinary circumstances
have carried on the work with a reduced staff. Hr. H. E. Y.
Haggard, however, (the other Assistant Engineer) who should have
returned from leave immediately after Mr. Perkins' departure
failed to do so and was gazetted as having vacated his
appointment; his successor was not appointed till the 1st. of
January following. During the period, therefore, from 25th.
July, 1909, to the end of the year only Messrs. Wright and
Piercy were available to carry on the work of the branch and
Mr. Edwards was required to assist them. The work done by all
